TALX Introduces Enhanced Service to Detect Fraud and Eliminate ``Double-dippers'' in the Unemployment System

ST. LOUIS--(BUSINESS WIRE)--Sept. 4, 2003--TALX Corporation (NASDAQ: TALX), a leading business process outsourcer of payroll-related and human resource services, announces an innovative approach to detecting erroneous unemployment charges resulting from fraud and other payroll-related issues through its Enhanced Charge Audit Services.

While most unemployment benefit charges are the result of legitimate benefit claims, others may be improper charges due to administrative errors or fraud, which, if left undetected, can significantly raise employers' unemployment tax rates. Working in conjunction with the state agencies, TALX removes these improper charges from employers' accounts. Clients of UC eXpress(SM), America's leading unemployment cost management services from TALX, benefit from Basic Charge Audit Services, where administrative and operational errors are identified and corrected through a detailed review of the charge statements and claims history. With this Enhanced Charge Audit Service, TALX goes a step further to detect fraud and other improper payments by reviewing payroll and other available data.

Using the database of payroll records that it maintains, TALX identifies individuals that are collecting unemployment benefits while being paid by a TALX client. This process minimizes the cost of "double-dippers," individuals who are improperly collecting unemployment benefits and receiving disqualifying pay at the same time. By working with the state agencies to resolve these situations, TALX not only reduces the costs to its clients but also reduces the likelihood of future improper payments.

Each year, more than $500 million in unemployment benefits are overpaid due to fraud, including more than $300 million attributed to unreported earnings during periods in which benefits are collected, according to the US General Accounting Office.

"With its focus on payroll-centric services, TALX continues to leverage the combined database that resulted from its acquisition of two unemployment cost management companies," said Steve Hoffmann, president of TALX UC eXpress. "With more payroll records than any other unemployment cost management firm, TALX provides employers the best opportunity to reduce their unemployment costs through these enhanced services."

New clients of UC eXpress can select Enhanced Charge Audit Services as an option along with their unemployment cost management services while existing clients can choose to upgrade their current services.

Ongoing collection and maintenance of quality payroll-related data enable TALX to provide these new services to its clients. "The greatest benefit can be achieved for those clients who routinely send us detailed and comprehensive payroll data, which enables us to continually enhance our services," continued Hoffmann.

These Enhanced Charge Audit Services are also expected to benefit the broader U.S. business community as improper payments in the unemployment program are reduced. A reduction in these unwarranted payments and charges will help prevent the depletion of state unemployment funds and lessen the need to increase taxes for all employers.
